Four fingered
It is soo odd that so many artists habitually draw characters with only four fingers, three primary digits and the thumb.

It must be just me that it bugs me so much.

The way I understand it, it is not really a habit. It is a purposeful simplification done for animation, so there are two less digits to animate. And that's why it was done in the top picture, which is animation character design. The same artist drew the bottom picture, so you can see he does know how to draw five-fingered humans.
